What is his issue?? guys need your advice?

There this guy that I rlly like. And the first time we hung out was in a group but i hung wit just him mostly and we started txting. He said he liked me and we hung out again another time. I ended up going farther than I wanted to wit him and we hardly txted. I got pissed off thinking he just used me but then one day we hung out again and watched a movie. We made out and i left. We still hardly txted. Then last night I told him thru txt ';You said you liked me and sometimes it seems like it but most of the time it doesn't. Im just tired of guys playing me.'; And he sent back ';Well I rlly do like you.'; And he was high when i told him this. I just don't understand y he would say he likes me but nvr want to hang out or txt or anything. Its pissin me off. I need advice why do you think he is doing this.What is his issue?? guys need your advice?
